We’re committed to fair lodgement fees for our DEC members
Public Building Assessment Certification, or DEC Certification, is provided by Stroma Certification. It allows Public Building Assessors, or DEC Assessors, to carry out energy assessments on public buildings. Our scheme is approved by the Department for Levelling Up, Housing & Communities (DLUHC). By achieving certification, a DEC Assessor can create Display Energy Certificates and Advisory Reports.
Our scheme members undergo regular auditing to maintain compliance and adhere to the scheme operating standards. The membership benefits available include online data storage, technical support, software downloads and technical bulletins. These are all included in your membership when you join Stroma Certification as a DEC assessor.

£130 Service Charge per year (if lodging less than 15 DECs per annum)
£1.70 EPC Register fee (E&W and NI registers)
£12.10 EST Register Fee (Scotland ONLY)
All quoted prices exclude VAT. Your total lodgement fee will be the fee per lodgement, plus the EPC Register fee

OR Toolkit (Operational Rating Toolkit) is a third-party software developed by SystemsLink to enable energy assessors to produce Display Energy Certificates (DECs) and Advisory Reports (ARs). OR Toolkit helps Public Building Assessors to provide clear advice on energy savings measures for public buildings. SystemsLink have provided OR Toolkit for use by members of Stroma Certification's DEC Certification scheme for Public Building Assessors.
