Meet the Team




Stroma Certification is a Government approved provider of certification and training services for energy assessors. Our in-house software development team (Stroma Software) also produces mobile and desktop software products for use by our members. We have a highly experienced team with extensive knowledge of the Energy Performance in Buildings Directive (EPBD) and other legislation across the built environment. Working together, the Stroma Certification team develops certification schemes, training courses and software solutions to support the work of our members in domestic, commercial, new build and public buildings. We strive to maintain and improve energy assessment standards across the industry.

Andrew Parkin

Andrew has extensive experience working for Stroma Certification and across the industry to champion the work and value of energy assessment, EPCs and DECs. With a background as an energy assessor, Andrew used his knowledge to build Stroma Certification’s range of award-winning certification schemes and training courses for energy assessors. As Director of Energy Certification he now works across Government and with industry steering groups to drive the use of EPCs and DECs in government energy efficiency initiatives, policies and regulation, and advises on improvements in technical documentation and standards.

Sam Cantle

Sam has been instrumental in the development and delivery of our energy assessor certification schemes, having served as NDEA Scheme Manager for over 5 years. As Technical Manager, he works alongside the Director of Energy Certification and is responsible for the operational delivery of our certification strands for domestic, commercial, new build, public buildings and air conditioning systems. Sam regularly engages with MHCLG and PEPA to represent the interests of our members across the industry.

Neil Bleakley

Neil was one of Stroma’s original members of staff starting within the business back in 2007 and was one of the founders of Stroma Certification. He was crucial in developing the software infrastructure for Stroma Group and critically, our range of software products which have been delivered into the industry via our in-house software development team. Neil has been directly responsible for the development and maintenance of energy performance calculation software such as FSAP, RSAP+ and also mobile data capture software such as Formation.

Richard Foster

Richard is responsible for the development and project management of our flagship mobile data collection software, Formation, having joined Stroma in the early 2010’s. He works with key clients across UK industry to fully integrate Formation with existing back office systems and databases. In addition, Richard plans and delivers technical service days and training sessions for Formation clients to ensure seamless adoption and operation of all software projects.

Stuart Oakes

Stuart has vast experience across the energy assessment and construction industries with expertise in account management and client relationship development. He works alongside our technical teams for EPBD, Building Information Modelling (BIM) and Software to target industry opportunities and generate new business. Stuart also collaborates with our Built Environment and Building Control divisions to support understanding and recognition for Stroma’s ability to deliver energy and sustainability services throughout the project lifecycle.

Gemma Ferguson

Gemma pioneers the development and launch of new product and service lines for Stroma Certification and the wider Group. Her background involves the management of new certification schemes for the Energy Companies Obligation and the Energy Savings Opportunity Scheme, as well as training energy assessors across a range of formal courses and CPD topics. She now works to monitor the development of industry policy and regulation to identify opportunities for the business and our members.
