PAS 2038:2021, the new standard for retrofitting energy efficiency measures in non-domestic buildings, has been released.

A summary of PAS 2038

PAS 2038 covers all non-domestic and commercial buildings. Unlike the equivalent domestic retrofit standard, PAS 2035, the commercial standard includes different options depending on the size and complexity of the building.

The process for PAS 2038 shares many similarities with PAS 2035, although there are no risk paths in the methodology:

  • Assessment
  • Improvement Option Evaluation
  • Medium-term Improvement Plan
  • Design and Specification
  • Installation
  • Commissioning, Testing and Handover
  • Evaluation

Unlike PAS 2035, there is no Retrofit Coordinator in PAS 2038. Instead, a Retrofit Lead Professional takes a similar project management and compliance role.

How is non-domestic regulation developing?

NABERS (the National Australian Built Environment Rating System) is being considered by the UK Government as a template to rate the energy performance of commercial buildings over 1,000m2. In addition, the Energy White Paper confirmed a target EPC rating of B by 2030. These policies and developing regulation are likely to form the backbone of non-domestic retrofit in the future.

How are different building types considered?

  • Smaller commercial buildings have the option of complying with PAS 2035 instead
  • For traditional or protected buildings, there are additions to the assessment process which aim to consider the heritage and cultural value of the building
  • Buildings over 1,000m2 are required to calculate the whole life emissions
