Based on recent engagement with PAS 2030 certified installers delivering within the Energy Company Obligation (ECO) initiative and other relevant stakeholders within the energy efficiency retrofit arena; considerable policy deliberation has taken place, primarily between BEIS, UKAS, Ofgem and TrustMark. The deliberations have resulted in some key principles to determine a route forward that considers elements of the feedback received.
The implications of the COVID-19 lockdown period, in part, have been reported as having an impact on some ECO supply chain delivery organisations to fully prepare or fully implement some compliance requirements of PAS 2035:2019. In the main these concerns become a point of focus when PAS 2030:2017 certified installers become certified to PAS 2030:2019 and consequently the requirements of PAS 2035:2019 are required.
BEIS has developed this temporary flexibility arrangement designed for implementation immediately to support an extended time period for the ‘early adopters’ of PAS 2035:2019.
Ofgem, UKAS and TrustMark will permit the following for a temporary period:
This temporary flexibility arrangement does not extend the overall PAS 2030:2019/PAS 2035:2019 transition time scale beyond the published date of 30th June 2021.
There is no implication that PAS 2030:2019 certification can be used without compliance with PAS 2035:2019.
The temporary flexibility arrangement does not apply where an installer has not been certified to PAS 2030:2017. All other applicable rules and requirements apply including but not necessarily limited to those defined by BEIS, UKAS, Ofgem and TrustMark.
