What is On Construction Domestic Energy Assessment?
The Standard Assessment Procedure (SAP 2005) is the Government’s methodology for calculating the energy performance of dwellings within the UK and is compliant with the requirements of the Energy Performance of Buildings Directive.
On construction domestic energy assessors produce calculations based on a range of factors that contribute to the energy efficiency of a building using approved software, SAP energy assessments are produced to demonstrate compliance with Building Regulations; in addition all new homes now require an Energy Performance Certificate (EPC) upon construction. These procedures can only be carried out by fully qualified and accredited assessors.

Diploma in On Construction Domestic Energy Assessment (Dip OCDEA)
Stroma Certification offers a 3 day training course, providing a comprehensive guide to generating accurate SAP assessments and domestic EPCs. Candidates are guided through the assessment process: receiving the client’s instruction, gathering and inputting the data, generating the SAP report and lodging the EPC.
Day 1 provides an introduction to the SAP software and explores the role of an on construction domestic energy assessor along with the related theory and legislation. Days 2 and 3 provide two full days of guided practical workshops which cover:
- Analysing plans, specifications and constructions
- Taking measurements from architectural plans
- Building U-values
- Basic model building using free Google SketchUp™ software to identify building element areas
- Inputting data into the JPA Designer software
- Exploring different options and design strategies to improve the energy performance of dwellings
- Producing accurate SAP energy assessment reports and EPCs
On completion of the training, candidates are required to submit a structured portfolio of evidence - including 5 'task' SAP energy assessments - and to pass a practical ABBE examination on a separate date.
APEL (Accreditation of Prior Experiential Learning)

Certification
Qualified assessors are invited to join the Stroma certification scheme. Our experienced SAP technical team are available to support assessors with lodgements and deal with enquiries.
Software
Stroma works alongside JPA to provide accredited energy assessors with the latest in SAP software:
- JPA Designer:
A thermal calculation program which is intended for use from the design stage through to completion and for the issue of EPCs for new dwellings.
- iSAP:
JPA Graphical SAP 2005 Solution is a software bundle consisting of IES Modelit, IES UK Dwellings and JPA SAP 2005. This graphical software links IES’s 3D graphical user interface with JPA’s easy to use SAP 2005 design tool, saving users time and money. In addition, IES has created integrated plug-ins to Google SketchUp™ and Autodesk® Revit®. The solution is suitable for use across the UK and can be used to demonstrate Part L1, Section 6, and Part F compliance as well as to produce EPCs for new build dwellings.
New Standard Assessment Procedure (SAP 2009) Released (23/03/10)
SAP 2005 is the current UK methodology for assessing the energy performance of new-build dwellings and is required to demonstrate compliance with building regulations in England & Wales (Part L) and in Scotland (Section 6). It is also the methodology required for generating Energy Performance Certificates for new-build dwellings.
However, from 1st October 2010, SAP 2005 will be superseded by a new edition of the Standard Assessment Procedure - SAP 2009.
