About Fire Risk Assessment
The Regulatory Reform (Fire Safety) Order 2005 (RRO) came into effect in October 2006 throughout England and Wales.
The RRO contains fire precautions and duties which are necessary to protect both people and buildings in the event of a fire. It also requires that fire risk assessments be carried out annually on non-domestic buildings, including:
- Shops
- Offices
- Sleeping accommodation (hotels, hostels etc.)
- Residential care and healthcare premises
- Pubs and entertainment venues
- Educational establishments
- Factories and warehouses
- Small, medium and large places of assembly
- Theatres and cinemas
- Open air events
- Transport premises and facilities
This assessment must be completed by a competent fire risk assessor.

The ABBE level 3 certificate qualifies candidates to undertake fire risk assessments on buildings meeting the following criteria:
- Low to medium rise (up to five storeys)
- Low to medium occupancy (<60 employees or <300 persons if a public-access building)
- Single or multiple occupancy
- Routine but not excessive public access
- A building for which appropriate action plans can be largely developed using Publicly Available Specification (PAS)79 and government guidance
- No routine hazardous processes or storage risks*

Stroma offers the level 3 qualification as a four day course which combines theory modules with practical experience. Upon completion of the training, candidates enter a period of assessment, during which they must demonstrate their ability to practise competently as a fire risk assessor. Completed assessments will be submitted to Stroma for formal evaluation; this is necessary to confirm that candidates are in line with current National Occupational Standards (NOS).
N.B. ABBE is currently developing a level 4 qualification for carrying out assessments on more complex buildings with higher occupancy levels.
